Requires the Department of Environmental Protection by January 1, 2027, to develop design guidelines and standards for nature-based coastal resiliency methods using green or hybrid green-gray infrastructure to address erosion control, sea-level rise, and storm surge

Mandates DEP initiate rulemaking for a statewide permitting process for nature-based coastal resiliency projects, including living shorelines, seagrass planting, wave attenuation devices, reef restoration, and dune restoration

Authorizes dredging and filling in the Biscayne Bay Aquatic Preserve for restoration of natural systems including mangroves, salt marshes, seagrasses, and oyster reefs to enhance coastal resiliency

Prohibits dredging or filling in the Terra Ceia Aquatic Preserve except for public navigation projects, public health hazard elimination, marina and dock maintenance, and activities that enhance the preserve's quality

Permits nature-based solutions within aquatic preserves, including living seawalls, vegetation planting, and green stormwater infrastructure, and requires DEP and local governments to promote public education on these approaches
