Establishes the Florida Museum of Black History Board of Directors to oversee the commission, construction, operation, and administration of the museum in St. Johns County

Creates a 13-member board consisting of 9 voting members appointed by the Governor (3), Senate President (3), and House Speaker (3), plus 4 ex officio nonvoting legislators

Requires all board appointments to be made by July 31, 2026, with appointed members prohibited from holding state or local elective office while serving

Mandates the board work jointly with the Foundation for the Museum of Black History, Inc., a nonprofit organization supporting the museum's creation

Requires St. Johns County Board of County Commissioners to provide administrative support and staffing until project planning, design, and engineering are completed
