Exempts district school boards from formal rulemaking requirements in Chapter 120 when adopting rules with public input at public meetings

Creates optional 3-year "instructional multiyear contracts" for teachers who hold professional certificates, are recommended by the superintendent, and have no unsatisfactory or needs improvement ratings in the past 3 years

Extends professional certificate validity from 5 years to up to 10 years for teachers rated "highly effective" in the first 4 years of their certificate period

Removes the requirement for school districts receiving over $500 million annually to employ an internal auditor and eliminates mandatory graphical budget representations on district websites

Allows school districts to spend the 1.5-mill capital outlay levy for either operational or capital purposes, removing the previous restriction limiting funds to specific capital project categories
