Establishes a 20-member Task Force on Universal Health Care to design the "Health Care for All Florida Plan," a single-payer health care financing system intended to provide publicly funded, comprehensive coverage to all Florida residents

Requires the task force to submit recommendations by the 2028 legislative session, including cost estimates, revenue options (such as employer payroll taxes and redirected public spending), provider payment structures using global budgets and fee-for-service, and long-term care services

Directs the Agency for Health Care Administration to develop a plan for a Medicaid buy-in program or public health care option by May 1, 2027, targeting uninsured residents with no net cost to the state and minimal cost-sharing requirements

Mandates task force membership include representatives from labor unions (at least 8 members), rural health experts, disability advocates, and diverse social identities, with appointments by the Governor, Senate President, and House Speaker

Appropriates $1,174,816 in nonrecurring General Revenue funds to the Agency for Health Care Administration for implementation, with the task force provisions repealing on January 2, 2029
