Creates "blue ribbon projects" for large-scale planned developments on properties of at least 15,000 contiguous acres, requiring at least 60% of the land be designated as reserve area for conservation, agriculture, wildlife corridors, and environmental protection.

Permits up to 40% of the project as development area with maximum residential density of 12 units per gross acre, requiring at least 20% of residential units be affordable housing, missing middle housing, or housing for Hometown Hero Program eligible persons.

Vests development rights and impact mitigation for 50 years, with a 25-year extension if 50% of development is achieved within that period.

Requires local governments to approve blue ribbon plans through two public hearings, with plans presumed consistent with comprehensive plans unless found substantially inconsistent; approved plans govern land use in lieu of existing zoning regulations.

Mandates that any conservation easements or property granted to state agencies, water management districts, or local governments must be provided without charge, and prohibits the use of stewardship districts within blue ribbon projects.
