Creates the Division of Labor Standards within the Department of Commerce to administer and enforce Florida's constitutional minimum wage provisions (Article X, Section 24) through investigations, citations, and enforcement actions

Establishes comprehensive anti-retaliation protections for employees exercising wage rights, including a rebuttable presumption of violation if adverse action occurs within 90 days of an employee filing a complaint or asserting rights

Grants the Division broad investigative powers including workplace inspections, subpoena authority, ability to issue stop-work orders for noncompliant employers, and authority to levy judgments and create liens on employer property

Places burden of proof on employers to demonstrate workers are independent contractors rather than employees, and makes client employers jointly liable with labor contractors for wage violations

Creates the Division of Labor Standards Community Advisory Board with representatives from labor organizations, business, and state agencies to review division activities and submit annual reports on employee safety and equity, set to expire October 2, 2029 unless renewed
