Lowers the minimum seating capacity requirement from 120 persons to 80 persons for restaurants seeking special beverage licenses

Reduces the required number of physical seats available for patrons from 120 to 80 during operating hours

Maintains existing requirements that establishments must derive at least 51% of gross food and beverage revenue from food and nonalcoholic beverages during the first 120-day and 12-month operating periods

Takes effect July 1, 2026
