Adds a comprehensive financial utilization analysis to the department's existing biennial review of managing entities' revenues, expenditures, and financial positions

Mandates managing entities ensure maximum subcontract utilization of current year allocated funds within their networks

Prohibits managing entities from intentionally reserving current year allocated funds for carryforward planning without express advanced approval from the department

Maintains the existing 8 percent cap on cumulative unexpended state funds that managing entities may carry forward between fiscal years
