Creates the "Postsurgical Recovery Home Safety Act" establishing licensure and regulation for residential facilities providing short-term, nonacute care to patients recovering from surgical or medical procedures

Requires postsurgical recovery homes to obtain a license from the Agency for Health Care Administration, submit criminal background checks for all owners and staff, and maintain general liability and medical malpractice insurance

Mandates at least one licensed practical nurse or registered nurse be on site or on call 24/7, with staff-to-patient ratios of 1:8 during daytime and 1:6 at nighttime

Establishes facility requirements including ADA-compliant rooms, emergency power supply, proper medical waste disposal, hurricane evacuation plans, and contracts with nearby hospitals for emergency transfers

Imposes civil fines up to $10,000 per violation and classifies operating without a license as a third-degree felony, with the act taking effect July 1, 2026
