Defines "advertise" broadly to include television, radio, print, internet, digital media, product placement, and paid influencer promotions purchased by vaccine manufacturers

Exempts from the advertising definition: discussions between healthcare providers and patients, written materials from providers, and promotional materials displayed in healthcare facilities or clinical settings

Allows individuals to file a cause of action within 3 years following accrual of the claim, notwithstanding other laws

Awards prevailing claimants actual damages, court costs, and reasonable attorney fees
