Requires the Florida Commission on Offender Review to provide its annual statistical analysis of objective parole guidelines to the President of the Senate and Speaker of the House of Representatives

Mandates the Department of Corrections to provide the commission with information about inmates' participation in vocational training, substance abuse treatment, educational programs, and other self-betterment programs

Requires the commission to review inmate participation in rehabilitation programs when determining whether to modify a presumptive parole release date

Effective date: July 1, 2026
