Prohibits governmental entities (including state agencies, local governments, public schools, and state universities) from displaying any flags on real property except those specifically authorized, such as the U.S. flag, state flag, military branch flags, POW-MIA flags, tribal flags, and flags of other countries or political subdivisions

Bans governmental entities from displaying authorized flags that contain imagery representing political partisanship, political ideology, race, gender, or sexual orientation

Imposes a $500 per day civil fine on governmental entities that violate the flag display restrictions, with proceeds deposited into the General Revenue Fund

Prohibits local governments from adopting ordinances allowing their official flags to contain symbols representing political partisanship, political ideology, race, gender, or sexual orientation, and voids any existing conflicting ordinances

Requires any governmental entity displaying the U.S. flag to position it prominently and superior to all other flags on display
