Removes the requirement that applicants for a Fraternal Order of Police license plate must submit a notarized letter proving membership in the lodge or be a member's family

Redirects annual use fees from the Florida State Lodge Fraternal Order of Police to the Florida State Lodge Fraternal Order of Police Memorial Foundation, Inc., a 501(c)(3) nonprofit

Eliminates the previous requirement that the lodge retain proceeds until startup costs were recovered before distributing to the memorial foundation

Removes the 10% cap on proceeds that could be used for marketing, administration, and memorial-related costs

Allows the foundation to distribute proceeds according to its articles of incorporation rather than the previously specified uses for memorial projects and maintenance
