Requires each district school board, Florida College System institution, and state university to designate a Title VI coordinator with expertise in the Civil Rights Act of 1964 and Florida's education equity law (s. 1000.05)

Title VI coordinators must promote equal access to programs, provide training on Title VI law, maintain compliance records including complaint summaries and corrective actions, and advise on supportive measures

Allows any person alleging discrimination to file a complaint with the district school superintendent, dean of students, or Title VI coordinator; parents may file on behalf of minor children

Mandates the State Board of Education to adopt implementing rules for K-12 schools, and both the State Board of Education and Board of Governors to adopt rules for colleges and universities

Takes effect July 1, 2026
