Expands the public records exemption for email addresses collected by the Department of Highway Safety and Motor Vehicles (DHSMV) to cover all notifications, not just renewal notices

Adds email addresses collected for vessel registration notifications to the existing exemption that covers motor vehicle and driver license renewal notices

Applies retroactively to email addresses already collected by the department

Subjects the exemption to the Open Government Sunset Review Act, with automatic repeal on October 2, 2031, unless reenacted by the Legislature

Takes effect contingent upon passage of SB 488 or similar legislation in the same legislative session
