Applies the same requirement to crosswalks on public streets, roads, or highways with posted speed limits exceeding 35 miles per hour when not located at signalized intersections

Mandates traffic control devices conform to either Pedestrian Hybrid Beacons standards (Chapter 4J) or a combination of Rectangular Rapid Flashing Beacons, Flashing Beacons, or In-Roadway Warning Lights (Chapters 4L, 4S, or 4U) from the Manual on Uniform Traffic Control Devices

Specifies that In-Roadway Warning Lights must be used in conjunction with Rectangular Rapid Flashing Beacons or Flashing Beacons to improve crosswalk visibility
