Establishes the "Landscape Irrigation Standards and Watering Restrictions Act" creating statewide requirements for landscape irrigation system design, installation, and operation for new commercial, residential, and institutional developments

Restricts landscape irrigation to specific days based on address type and time of year: during Daylight Saving Time, residential properties may water twice weekly (odd addresses on Wednesday/Saturday, even on Thursday/Sunday), while during Standard Time watering is limited to once weekly; irrigation prohibited between 10 a.m. and 4 p.m.

Requires landscape irrigation systems to be installed only by licensed irrigation contractors, with systems designed to use the lowest quality water available (including reclaimed water), divided into zones by vegetation type, and equipped with weather-based controllers and pressure regulators

Creates a new "irrigation contractor" license category under the Construction Industry Licensing Board, requiring 60 hours of instruction and passage of an examination, with one board member position designated for an irrigation contractor

Establishes enforcement penalties including a written warning for first violations, $50 fine for second violations, and up to $500 for subsequent violations, with fines used for water conservation activities
