Requires all Florida teacher preparation programs, educator preparation institutes, and educator certification applicants to complete training on identifying, preventing, preparing for, addressing, and responding to mass casualty incidents

Directs the Department of Education to develop a list of approved mass casualty incident trainings and incorporate them into existing continuing education and inservice training requirements for instructional personnel beginning in the 2026-2027 school year

Specifies that mass casualty training requirements may not add to the total hours currently required for continuing education or inservice training

Provides liability protection for any loss or damage resulting from implementation of the training or the training itself, unless caused by willful or wanton misconduct

Authorizes the State Board of Education to adopt rules to implement the mass casualty incident training requirements
