Establishes a minimum base student allocation for the Voluntary Prekindergarten Education Program starting in the 2026-2027 program year, requiring funding to be at least equal to the previous year's amount adjusted annually by the Consumer Price Index for All Urban Consumers, capped at 5% per year

Requires the Division of Early Learning to publish the adjusted base student allocation on its website and notify each early learning coalition of the allocation amount by May 1 for the following program year

Maintains equal base student allocation for all students in school-year programs regardless of whether they attend public school or private prekindergarten providers, with the same equality requirement for summer programs

Authorizes the Legislature to appropriate a higher base student allocation than the calculated minimum or provide additional supplements through the General Appropriations Act

Takes effect July 1, 2026
