Establishes mandatory fingerprint processing and criminal background check requirements for insurance industry licensees, applicants, and control persons through the Department of Law Enforcement and FBI

Authorizes administrative expunction of immigration detainer records made contrary to law or by mistake, following the same process as arrest record expunctions

Requires the Criminal Justice Standards and Training Commission, rather than the Department of Law Enforcement, to develop continued employment training courses on diabetic emergencies, autism spectrum disorder, Alzheimer's disease, and medical marijuana
