Prohibits governmental entities from enforcing contract provisions that eliminate or limit contractors' rights to compensation, equitable adjustments, or time extensions for delays caused by the government's acts or omissions on public works projects entered into on or after July 1, 2026

Requires the Florida Building Commission to adopt uniform commercial building permit acceptance standards by December 31, 2026, establishing statewide requirements for permit applications including property owner information, contractor details, project descriptions, and trade-specific standards

Mandates permit fee reductions of at least 25% when private providers handle plans review or inspections for commercial projects, and at least 50% when private providers perform both services; local agencies forfeit all fees if they fail to provide these reductions

Limits glazing requirements on new commercial or mixed-use buildings to no more than 15% of the primary facade's surface area for the first 10 feet above ground floor, prohibiting such requirements on other facades or higher portions

Requires nonresidential structures built in FEMA-designated flood zones after July 1, 2026 to elevate their lowest floor above the design flood elevation, or alternatively be designed with structural areas that are substantially impermeable to water and resistant to floodplain effects
