Establishes a Chief Manufacturing Officer position within the Department of Commerce, appointed by the Secretary of Commerce, to serve as the state's subject-matter expert on manufacturing and coordinate statewide manufacturing efforts

Requires the Chief Manufacturing Officer to collaborate with educational institutions from elementary through postsecondary levels to promote manufacturing careers, including curriculum development, technology demonstration centers, dual enrollment programs, and industry certifications

Creates the Florida Manufacturers' Workforce Development Grant Program to fund projects supporting small manufacturers with new technology deployment, cybersecurity infrastructure, and workforce pipeline development from K-12 through workforce reentry

Establishes the Florida Manufacturing Promotional Campaign as a voluntary marketing program to promote Florida-manufactured products and businesses, with registered participants authorized to use state-developed logos and promotional materials

Requires the Department of Commerce to submit a biennial report to the Governor and Legislature by December 15, 2027, on the state's manufacturing efforts, including information on the industry's strength and economic importance
