Increases the maximum bond amount retailers may be required to post from twice to three times the average lottery ticket sales for the remittance period

Authorizes Division of Security sworn law enforcement officers to purchase lottery tickets and claim prizes when necessary for compliance operations and investigations

Creates new third-degree felony offenses for filing false claims for lottery payment and for lottery retailers or employees who facilitate, participate in, or assist in theft of lottery tickets from establishments or customers
