Expands the criteria for identifying a "criminal gang member" from the existing list to include new factors such as admitting gang membership in person or on social media, being identified or claimed by a gang as a member, and using gang-related language online in furtherance of gang activity

Reduces the threshold for observation-based identification from being seen with known gang members four or more times to two or more times

Adds spouses living with a person to the list of individuals (alongside parents and guardians) who can identify someone as a criminal gang member

Defines "gang-related language" as verbal or written statements signaling gang affiliation, supporting gang activity, or using recognized gang codes, symbols, or terminology, including digital and social media communications

Takes effect October 1, 2026
