Allows public schools to charge activity fees up to $400 per activity for non-enrolled students participating in extracurricular activities, with fees requiring annual approval by district school boards or charter school governing boards

Prohibits students from participating in the same sport at two different schools during the same school year, with exceptions for military dependents, foster care relocations, court-ordered custody changes, or approval by the governing organization's executive director

Authorizes district school boards to adopt policies allowing booster clubs and associations to provide funds to athletic coaches, activity directors, or sponsors, though such funds cannot be used for severance pay

Requires governing organizations to provide eligibility determinations within 14 days of a student's request and to adopt, maintain, and enforce sport-specific manuals or handbooks governing interscholastic competition
