Requires water management district governing boards to publish similar 30-day advance notice on their websites before reviewing proposed sales or exchanges of conservation lands

Establishes procedural requirements for the Division of State Lands to submit land exchange requests to the Acquisition and Restoration Council for review and recommendations before forwarding to the Board of Trustees

Takes effect July 1, 2026
