Requires interlocal agreements between counties and municipalities on transportation impact fees to use plan-based methodology and provide mitigation funding for extrajurisdictional development impacts; existing agreements entered before October 1, 2024 may not extend beyond October 1, 2031

Defines "extraordinary circumstances" for impact fee increases as measurable development effects requiring mitigation that exceed current fees plus allowable increases in less than 4 years

Limits impact fee increases beyond phase-in limitations to no more than 100 percent divided equally over 4 years, prohibits using data older than 4 years, and requires localized data reflecting urban, emerging urban, and rural area differences

Entitles prevailing petitioners who challenge improperly assessed impact fees to refunds with interest within 90 days, plus reasonable attorney fees and costs for residents or business owners within the affected jurisdiction
