Creates the "Communication Bill of Rights for Individuals with Disabilities" establishing that individuals with disabilities have the right to communicate in their preferred manner, including augmentative devices, letterboards, sign language, and speech-generating devices

Prohibits state agencies, schools (from child care through postsecondary), and health care providers from restricting or denying access to an individual's preferred alternative communication method

Requires the Agency for Persons with Disabilities to adopt rules, develop training programs for direct support professionals, educators, and health care staff on communication accommodations and supporting preferred communication methods

Establishes a 15-member Communication Rights Advisory Board with appointments by the Governor and legislative leaders, requiring at least 7 members be individuals with disabilities or their family members/guardians; board sunsets October 2, 2029

Imposes a $500 civil penalty per violation in addition to other administrative actions for restricting communication rights, with the agency required to establish procedures for reporting violations
