Directs the Department of Highway Safety and Motor Vehicles to develop a Miami Carol City Senior High School Alumni specialty license plate featuring "Florida" at the top and the school alumni name at the bottom

Annual use fees from plate sales will be distributed to the Chief Hall Association, Inc.

Chief Hall Association, Inc. may use up to 10% of fees for administrative costs and marketing of the plate

Remaining fees must fund academic programs, athletic programs, extracurricular activities, auxiliary programs, and student achievement incentive programs at Miami Carol City Senior High School
