Creates the "Voluntary Portable Benefits Act" as Part III of Chapter 448, Florida Statutes, establishing a framework for portable benefits accounts for independent contractors and sole proprietors

Defines "independent contractor" using a multi-factor test requiring at least four of six criteria (such as maintaining a separate business, holding a federal employer ID, having business bank accounts, or working for multiple entities)

Allows any person or entity—including hiring parties, app-based companies, and the workers themselves—to voluntarily contribute to portable benefits accounts that fund health insurance, life insurance, income replacement, or retirement benefits

Prohibits contributions to portable benefits accounts from being used as evidence to reclassify an independent contractor as an employee

Requires that any withholdings from contractor compensation for benefits contributions be voluntary, expressly agreed to in writing, and allow the contractor to opt out at any time
