Creates the "Construction Disruption Assistance Act" establishing the Construction Impact Relief Revolving Loan Program within the Florida Department of Commerce to provide financial relief to small businesses adversely impacted by state and local government construction projects that block access to their premises

Offers low-interest loans of up to $100,000 to eligible small businesses with 50 or fewer employees, with interest rates capped at the federal funds rate at the time of issuance, to cover operating costs during construction disruptions

Requires applicants to document demonstrable losses—including revenue reductions and photo/video evidence of obstructions to parking, entry, or signage visibility—and to accept consultation from the Florida Small Business Development Center Network as a condition of participation

Directs the department to develop a public awareness and marketing campaign in partnership with local chambers of commerce, maintain accessible program information on its website, and submit an annual performance report to the Governor and Legislature by November 1 each year

Shields the department and its personnel from civil liability related to program administration, designates eligibility and loan award decisions as final agency action not subject to further judicial review (except under s. 120.68), and requires rulemaking by October 1, 2026, with an effective date of July 1, 2026
