Exempts district school boards from Administrative Procedure Act rule-making requirements when adopting rules with public input at public meetings

Creates instructional multiyear contracts (up to 3 years) for teachers who hold professional certificates, are recommended by superintendents, and have no unsatisfactory or needs improvement ratings in the past 3 years

Extends professional certificate validity from 5 years to up to 10 years for teachers rated highly effective in the first 4 years of their certificate period

Removes the requirement for school districts receiving over $500 million annually to employ an internal auditor and eliminates several reporting and planning mandates including the 5-year facilities work program details

Allows school districts to use the 1.5-mill capital outlay levy for operational or capital purposes without the previous categorical restrictions, and permits districts to withhold up to 5% of Title I funds for teacher incentives at schools identified for improvement
