Creates a new insurance tier for transportation network company (TNC) drivers who have accepted a ride but do not yet have a passenger in the vehicle, requiring minimum coverage of $50,000/$100,000 for death and bodily injury and $25,000 for property damage

Maintains the existing $1 million liability coverage requirement but clarifies it applies specifically when a rider occupies the TNC vehicle during a prearranged ride

Requires TNCs to maintain coverage unless the driver has a policy that does not exclude the required coverage for periods when logged on, when a ride is accepted, or when a rider is in the vehicle

Mandates TNC drivers carry proof of insurance coverage for all three coverage tiers (logged on, ride accepted, and rider in vehicle) while operating in connection with a digital network

Takes effect July 1, 2026
