Prohibits landlords of affordable housing units who receive federal, state, or local funding or tax incentives from increasing base rent during the term of a rental agreement

Defines "base rent" as the initial rent calculated using HUD Area Median Income formulas, public housing agency reasonable rent calculations, or other affordable housing program terms, before deducting housing assistance payments

Allows landlords to increase base rent when tenants renew their rental agreements and permits changes to net rent based on changes to tenant qualifications for housing assistance programs

Applies only to rental agreements with terms of 13 months or less entered into on or after July 1, 2027

Takes effect July 1, 2026
