Creates a registration pathway for physician assistants to practice without physician supervision through the Council on Physician Assistants, requiring an active unencumbered license, no disciplinary actions within 5 years, and at least 3,000 clinical practice hours within the preceding 5 years

Allows registered physician assistants practicing independently to work in primary care, family medicine, pediatrics, internal medicine, women's health, and psychiatry, and to admit, manage, and discharge patients from health care facilities

Prohibits registered physician assistants from performing surgical procedures deeper than subcutaneous tissue or issuing medical marijuana physician certifications under s. 381.986

Requires financial responsibility through professional liability coverage of at least $100,000 per claim with $300,000 annual aggregate, or an equivalent irrevocable letter of credit

Mandates written disclosure to new patients about the physician assistant's qualifications and unsupervised practice status, with biennial registration renewal required
