Establishes licensure requirements for naturopathic doctors including a bachelor's degree, a naturopathic doctoral degree from an accredited program, passing the Naturopathic Physician Licensing Examination, and background screening

Defines "naturopathic medicine" to include diagnosis, prevention, and treatment using botanical extracts, clinical nutrition, homeopathic remedies, and other natural substances, while explicitly excluding prescribing legend drugs, performing surgery, and certain other medical procedures

Requires 60 hours of continuing education during each biennial renewal period and a renewal fee not to exceed $1,000

Makes practicing naturopathic medicine without a license or using protected titles such as "naturopathic doctor" or "N.D." a second-degree misdemeanor
