Requires property owners or permit applicants to assume all legal, financial, and safety liabilities if construction of the onsite sewage treatment and disposal system begins before the permit is issued

Establishes that any new department rules for onsite sewage treatment and disposal systems do not apply to permit applications submitted within 90 days after the rule's adoption date, effective July 1, 2026

Maintains existing requirements that buildings cannot be occupied until the department approves final installation of the onsite sewage treatment and disposal system
