Expands the scope of underground utility and excavation contractors to allow installation of underground piping for fire protection systems up to a point within 5 feet of the building, terminating at a valve, but prohibits installation inside the building

Removes the previous prohibition that prevented underground utility and excavation contractors from installing any piping that is an integral part of a fire protection system

Adds a definition of "underground utility and excavation contractor" to Chapter 633 (fire prevention code) referencing the existing definition in the construction licensing statutes

Authorizes underground utility and excavation contractors to fabricate, install, alter, repair, and service underground piping for water-based fire protection systems within the specified limits

Effective date of July 1, 2026
