Requires the Division of Emergency Management to integrate supplemental weather observational data and advanced forecasting products from non-federal sources into emergency management decision-making

Defines "supplemental weather observational data" as meteorological, hydrological, or atmospheric information collected from sources other than the Federal Government

Defines "advanced forecasting products" as tools, models, or services providing greater precision, accuracy, and timeliness than federal government offerings

Mandates the Division establish standards for evaluating supplemental weather data and procedures for its use in emergency management

Amends the state comprehensive emergency management plan to include evaluation of how supplemental weather data integration affects forecast accuracy, early warning systems, and resilience outcomes

Effective date: July 1, 2026
