Mandates distribution of materials by hospitals, birth centers, home birth providers, childbirth educators, pediatric practices, home visiting programs, and obstetrician practices to parents and caregivers within 2 weeks of birth or during prenatal care

Requires the Department of Health to implement a statewide multimedia public education campaign to prevent abusive head trauma

Education materials must cover grave effects of shaking infants, ways to manage triggers like infant crying and fussiness, risk reduction strategies, safe infant sleep practices, and guidance on selecting trusted caregivers

Implements a multi-year phase-in plan for distribution, beginning with the six counties with the highest birth rates, effective July 1, 2026
