Creates the "Healthy Florida Act" establishing a single-payer Florida Health Plan to provide universal health coverage to all state residents regardless of immigration status, eliminating premiums, copayments, deductibles, and out-of-pocket expenses

Covers comprehensive services including dental, vision, hearing, mental health, reproductive care (including abortion), gender-affirming care, prescription drugs, long-term care, and home-based services, with patients free to choose any participating licensed provider without referrals

Establishes the Florida Health Board with at least 15 members by December 1, 2026, responsible for administering the plan, negotiating provider payment rates, setting institutional provider budgets, and overseeing regional planning boards

Prohibits sale of health insurance policies, health maintenance contracts, and similar products covering services provided by the plan once it becomes operational within 2 years after July 1, 2026

Creates oversight mechanisms including the Office of Health Quality and Planning, Ombudsman Office for Patient Advocacy, an auditor position, and regional planning boards to ensure quality, handle grievances, prevent fraud, and address regional health needs
