Creates provisional licenses for registered nurses and licensed practical nurses who have graduated from approved nursing programs and are eligible to take the licensure exam, allowing them to practice while awaiting full licensure

Provisional licenses become void if the licensee does not pass the licensing exam within 3 months of graduation or fails the exam three consecutive times during that period

Requires provisional licensees to practice only under direct supervision of a nurse who has been licensed for at least 6 months, with each supervisor limited to one provisional licensee at a time

Changes nursing education program accountability standards from measuring only first-time test taker passage rates to including first-, second-, and third-time test takers on the licensing examination

Requires the Board of Nursing to submit a formal request by July 1, 2026 to the National Council of State Boards of Nursing to offer the licensing exam and test preparation materials in Spanish by July 1, 2027
