Eliminates the authority of local governments to charge administrative fees when property owners or contractors hire private providers for building plans review or inspection services

Maintains the existing requirement that local jurisdictions must reduce permit fees by the cost savings realized when private providers are used instead of local enforcement agencies

Removes language that previously allowed local jurisdictions to charge fees based on actual costs incurred, including labor and supervisory assistance costs

Effective date of July 1, 2026
