Creates a new legal definition for "heated tobacco product" as a tobacco-containing product designed for use in an electronic device that heats tobacco without burning or combustion to produce an inhalable aerosol

Excludes heated tobacco products from the definition of "cigarette" under Florida's cigarette tax statutes, effectively removing them from cigarette tax requirements

Exempts heated tobacco products from the tobacco products tax imposed on non-cigarette, non-cigar tobacco products by renaming Part II of Chapter 210 to exclude them

Adds heated tobacco products to the definitions of "tobacco products" for purposes of mail order/Internet sales age verification requirements and general tobacco product regulations

Effective date of July 1, 2026
