Requires the Office of Program Policy Analysis and Government Accountability, Auditor General, and Government Efficiency Task Force to prepare a joint report identifying fraud, waste, abuse, malfeasance, mismanagement, and misconduct in state government spending

Mandates investigation of specific state expenditures including immigration enforcement programs ("Alligator Alcatraz," migrant flights), Hope Florida initiatives, litigation contracts, New College of Florida spending, Step Up For Students, and state spending on 2024 ballot Amendment 3 and 4 campaigns

Requires the Attorney General to pursue legal remedies to recover any funds identified as lost to waste, fraud, or misconduct, with recovered funds transferred to the General Revenue Fund

Creates the Working Floridians Tax Rebate Program within the Department of Commerce, providing eligible Florida residents who receive the federal Earned Income Tax Credit a state rebate equal to 20% of their federal EITC amount

Funds the rebate program exclusively from recovered waste funds and requires the Department of Commerce to report by December 31, 2027, on the feasibility of automating the rebate process using IRS data
