Repeals restrictions on state funds for abortion-related travel and sex-reassignment procedures, as well as the medical conscience protections for health care providers and payors

Requires health care facilities that refuse certain services based on "denial of care provisions" to disclose those refused services to patients in writing, submit lists to the Department of Health by October 1, 2026, and face fines up to $5,000 per day for non-compliance

Expands abortion access by changing restrictions from 6 weeks gestational age to third trimester, removing requirements for rape/incest documentation and fatal fetal abnormality exceptions, and eliminating prohibitions on telehealth and mail-order abortion medications

Mandates Medicaid reimbursement for medically necessary gender dysphoria treatment and prohibits discrimination in reimbursement based on gender identity or transgender status

Repeals statutes requiring hospitals to collect patient immigration data, prohibiting sex-reassignment procedures for minors, and establishing civil liability for providing such procedures to minors
