Establishes minimum requirements for community rehabilitation programs to qualify for cooperative agreements with the Division of Blind Services, including 501(c)(3) nonprofit status, national accreditation, and certified staff in vision rehabilitation

Requires qualified programs to provide comprehensive services including daily living activities, assistive technology training, orientation and mobility training, counseling, and preemployment transition services

Designates community rehabilitation programs meeting all requirements as "priority service providers" for funding, with outcomes aligned to federal Rehabilitation Services Administration performance indicators

Allows the Division to contract with non-community rehabilitation program private vendors when a community program cannot serve a specific client due to capacity, timeliness, client choice, or service suspension

Requires the Florida Association of Agencies Serving the Blind, Inc. to coordinate with the Division on cooperative agreements and authorizes the association to submit funding requests to the Legislature for community rehabilitation programs

Mandates the Division disburse funds to priority service providers within 45 days of receiving a qualified invoice, with monthly payments thereafter
