Adds Tatton-Brown-Rahman syndrome to the list of developmental disabilities qualifying for agency services, defined as a DNMT3A gene mutation causing intellectual disability, macrocephaly, and overgrowth

Requires the Agency for Persons with Disabilities to contract with a state university to survey waiver support coordination services, with findings due by October 1, 2026

Mandates publicly noticed hearings in each service region and a gap analysis to assess geographic distribution and caseload capacity of waiver support coordinators

Requires the agency to submit a report to the Governor and Legislature by February 15, 2027 identifying core competencies, performance metrics, and recommendations for standardizing support coordinator assessments
