Requires department secretaries, executive directors, commission members, licensing board members, and other state executive branch appointees to be U.S. citizens and Florida residents effective October 1, 2026, with offices automatically deemed vacant if requirements are not met

Mandates that state university board of trustees members and Board of Governors members be U.S. citizens and either Florida residents or graduates of the applicable state university, effective January 6, 2027

Prohibits state, county, and municipal officers and employees from using official authority to solicit contributions to political parties, candidates, or committees, and bars political campaign participation while on duty

Bars reimbursement of travel expenses between personal residences and official headquarters for department secretaries, executive directors, and chief administrative officers, requiring their official headquarters to be located where the department headquarters is situated

Prohibits lobbyists and principals from making any expenditure to water management district governing board members, executive directors, or certain district employees, with the Ethics Commission required to investigate violations
