Establishes the University of Florida Diabetes Institute within the UF College of Medicine to serve as a resource for diabetes research, screening, prevention, treatment, and education covering type 1, type 2, gestational diabetes, and related metabolic conditions

Requires the institute to conduct research on causes and potential cures, develop prevention and treatment strategies, provide multidisciplinary clinical care, train healthcare professionals, and engage in community outreach programs

Authorizes the institute to administer statewide pilot programs including population-based diabetes screening and technology-driven management tools, and to maintain a secure repository for deidentified data that can be shared with research collaborators

Permits the institute to convene a statewide Diabetes Research and Care Consortium composed of clinical experts, healthcare providers, and patient representatives, which may solicit public, nonprofit, and private funding

Requires annual reports to the Governor and Legislature beginning October 15, 2027, detailing research findings, clinical services, patient outcomes, and recommendations for future initiatives; implementation contingent on appropriations
